The film adaptation of Tom Clancy's 1993 novel 'Without Remorse' had been in development since the 1990s. In 1994, 基努·里维斯 was offered $7 million for the role of John Clark but turned it down. In 1995, pre-production was well under way when Savoy Pictures shut down the project, which was set to star 劳伦斯·菲什伯恩 and 加里·西尼斯. Tom Clancy's novel "Without Remorse", is about John Kelly, a former decorated Navy SEAL who, widowed after his wife dies in a car accident, becomes involved with a drug and prostitution ring in 1970's Baltimore. He picks up a prostitute who is on the run from a ruthless pimp who is also importing large amounts of heroin in the bodies of dead soldiers coming back from Vietnam. After his friend is gang raped and killed, he begins tracking and assassinating the Baltimore cartel members. At the same time for security reasons, Clark is recruited by the CIA and Navy to run a reconnaissance mission back into Vietnam where a secret camp is being used to interrogate high value prisoners of war who have been declared dead. Along the way, he dodges Baltimore police, corrupt cops, traitorous government officials, the Coast Guard, and the cartel. The book carries a strong anti-drug message, highlighting the brutal lives of prostitutes and those involved in the drug trade. It also has the familiar conspiritous plot with corrupt politicians, cops and intelligence organizations playing major roles.
